The Philosophical Divide: How Biden and Trump Frame Artificial Intelligence

Artificial intelligence sits at the crossroads of economic power, civil rights, and national security. Yet the Biden and Trump administrations read that crossroads through very different lenses. President Biden’s strategy treats AI as a socio-technical system whose benefits must be unlocked only after clear guardrails are in place. In contrast, former President Trump’s strategy views AI primarily as a strategic technology that flourishes when regulation is minimal and innovation is rapid. The result is a dichotomy between regulation-first and innovation-first approaches that shapes everything from funding priorities to international diplomacy.


Biden: “Safe, Secure, and Trustworthy”

Biden’s October 2023 Executive Order directs every federal agency to “pressure-test” high-risk models, share safety data with the government, and build privacy-preserving and bias-mitigation standards before deployment. These mandates echo the 2022 Blueprint for an AI Bill of Rights, which asserts that Americans have the right to algorithmic transparency, data privacy, and freedom from automated discrimination.


The order mobilizes NIST, DHS, DOE, and the FTC, signaling that AI is not merely a technological issue but a broad public policy concern. Agencies must adopt watermarking, biological risk screening, and labor-market impact assessments, codifying a precautionary approach more common in the EU than in prior U.S. policy.


Instead of assuming market forces will distribute the gains, Biden tasks the Labor Department with drafting principles to cushion displacement and the HHS with reporting AI-related health harms, framing innovation as legitimate only when it also protects workers and consumers.


Finally, the administration positions AI policy within broader alliances, such as the G-7, the U.N., and the U.K. AI-Safety Summit, arguing that shared rules of the road are a competitive advantage against authoritarian models.


Trump: “American AI Initiative”

Executive Order 13859 (Feb. 2019) casts AI as a race the United States must win to preserve economic and military preeminence. Its first objective is to “reduce barriers” to testing and deployment, trusting that market dynamism and national-security urgency will align incentives better than pre-emptive regulation.


The follow-on OMB memorandum instructs agencies to avoid a precautionary approach that holds AI to an impossibly high standard, urging cost-benefit analysis that weighs new rules against foregone innovation. The memo explicitly cautions that federal intervention should be a last resort and must not duplicate state efforts.


Trump’s FY 2021 budget pledged to double non-defense AI research and development by FY 2022, funneling resources to DOE, NSF, NIH, and Defense without attaching new civil-rights or labor conditions. Critics noted that basic-science cuts offset some headline growth, but the philosophy was clear: subsidize invention, let industry self-police.


While the initiative encouraged international standards work through NIST, it prioritized protecting U.S. intellectual property (IP) and limiting foreign access to sensitive technology over building global governance frameworks, reinforcing a zero-sum view of AI leadership.
